Within the monitoring process “energy of the future” macroeconomic effects of the Energy Transition have been evaluated together with Prognos AG, Basel and the institute of energy economics at the University of Cologne. The results are derived from a quantitative and empirical analysis of a Counter-Factual and Energy Transition scenario. Two phases can be identified. Ex post until 2012, the expansion of renewable energies dominates, especially, with respect to monetary variables, the expansion of photovoltaics. Ex ante from about 2015 onwards, the macroeconomic effects are primarily driven by energy efficiency measures as well as increased electricity prices in the ET scenario. The macroeconomic effects of the energy transition, as defined here, are small.
The transition to a green economy is connected in most developing countries and emerging economies with the hope for positive employment effects. In post-revolutionary Tunisia, this is increasingly the case as unemployment has increased, especially among young people by the international financial and economic crisis, the decrepit structures of the old regime and the slow development of the post-revolutionary institutional reorganization. The present study expands the input-output table for Tunisia to include green sectors and projects it to the future by means of a simple macro-driven model. With this tool the success of policy measures is evaluated. The results are published in French and English.
Unter Leitung der Prognos AG, Basel und in Zusammenarbeit mit dem Energiewirtschaftlichen Institut (ewi) an der Universität zu Köln hat die GWS bis Anfang 2014 an der Erstellung einer neuen Energiereferenzprognose für das Bundesminsiterium für Wirtschaft und Technologie gearbeitet. Von den Auftragnehmern ist eine detaillierte Abschätzung der Energiepreis- sowie der Energieverbrauchsentwicklung der einzelnen Sektoren in Deutschland bis 2030 in 5-Jahres-Schritten (2015, 2020 usw.) in der Gliederung der Energiebilanzen der Bundesrepublik Deutschland sowie der internationalen Energiestatistik erstellt worden. Für den Zeitraum 2030 bis 2050 sind Ausblicke in Szenarioform entwickelt worden. Die GWS hat dabei Sensitivitätsrechnungen durchgeführt und modellgestützt die gesamtwirtschaftlichen Differenzen zwischen unterschiedlichen Szenarien ermittelt. Zentrales Ergebnis ist, dass wesentliche von der Bundesregierung 2010 in ihrem Energiekonzept formulierten Ziele zu Energieeinsparung und Klimaschutz wahrscheinlich nicht erreicht werden.
The impacts on employment of an increased use of renewable energy have been assessed in the short and long run. Special focus was set on gross employment in the sectors production of plants for using renewable energy, operation and service of this sector and supply of bio fuels. In the long run, net effects for the total economy including employment have been calculated with the macro-econometric model PANTA RHEI taking negative effects like substitution and budget effects into account. The simulation model integrates energy, environmental and economic aspects in a consistent modeling framework. The model PANTA RHEI serves as a base for quantifying the effects of a business-as-usual scenario and different scenarios of a more ambitious use of renewable energy.
Against the background of strong economic growth and socio-economic change in the Kingdom of Saudi Arabia, household income development should be closely monitored. Saudi Aramco has commissioned a study to GWS for the projection of future household income. The analysis should provide information for possible governmental interventions to correct the future path of household income. The objectives of the study in detail are:
- The aggregate forecast of household income in Saudi Arabia for the period 2013-2035
- Estimation of the number of future Saudi households by size and working members
- Macroeconomic model for Saudi economy based on national accounts data
- Projection of income as a function of GDP and based on sources of income
Evaluation of possible interventions by the government to improve the future levels of household income.
In dem Vorhaben sind verschiedene Ad-hoc Fragestellungen des BMU im Zusammenhang mit dem Aubau der erneuerbaren Energien und dem Monitoring der Energiewende bearbeitet worden.
In einem Forschungsvorhaben für das UBA (UFOPLAN 3711 14 108) hat die GWS die gesamtwirtschaftlichen Wirkungen des Klimaschutzes in Deutschland untersucht. Mit Abschluss des Vorhabens sind zwei Publikationen erschienen. Die eine (Climate Change 21/2013) befasst sich mit den gesamtwirtschaftlichen Wirkungen von Klimaschutzmaßnahmen- und instrumenten. Dabei wurden die "Politikszenaren VI" mit dem Modell PANTA RHEI bis 2030 analysiert. Die zweite Publikation (Climate Change 20/2013) fasst die Erkenntnisse zu Schätzungen von Klimaschutznutzen und -kosten, welche in unterschiedlichen Studien in der Vergangenheit generiert wurden, zusammen. Aufgenommen wurden auch die Ergebnisse eines Expertenworkshops zu bestehenden Verfahren der Nutzen-Kosten-Analyse.
This six-month project started in the beginning of May 2011. Together with the Tunisian client and partner ALCOR, the GWS researches the impacts of the plan of the Tunisian government regarding the use of solar power on education and employment in Tunisia.
In diesem Projekt wurde der Frage nachgegangen, inwiefern der Ausbau erneuerbarer Energien zu neuen Importabhängigkeiten bei Metallrohstoffen (seltene Erden) führt. Viele EE-Technologien setzen Materialien wie Gallium, Yttrium etc. ein, deren Reserven begrenzt sind. Das Projekt führt die Begrenzungen für verschiedene relevante Stoffe auf unter Berücksichtigung globaler Ausbaupfade für EE und analysierte die Preiswirkungen auf die EE-Technologien. Die Auswirkungen der Rohstoffknappheiten und Preissteigerungen auf die österreichische Wirtschaft wurden mit dem Umwelt-Energie-Wirtschafts-Modell „e3.at“ untersucht.
Zwei von Prognos entwickelte Szenarien werden in PANTA RHEI eingestellt und die Ergebnisse beschrieben.
